Should Forge, or Level editor, be included in the next version of HR?

The way I understand it, the only real difference between level editor and forge, is stuff animates immedietly in forge.

Forge and a Level Editor would do the same thing anyways, Forge was just what Bungie called their editor and now it seems that anyone who make an editor for their Halo clone they immediatley call it Forge as if its what it has to be called.
